3GPP Release 11 has defined the SON function for energy savings. This is to take advantage of the lack of activity in the network to conserve energy. The idea is shown in the diagram.

In this scenario, an area covered by an E-UTRAN macrocell using another band. The macrocell does not use energy savings.

At the peak traffic times, all three small cells are active, and there is no energy savings. At the Off-peak traffic time, two small cells are deactivated and are in an energy saving state.

One small cell remains active and is in an energy-saving compensation state as it compensates for coverage holes that may exist due to the other two cells being activated.
